Question:

101 Mr. R. Bruton asked the Minister for Industry and Commerce whether his attention has been drawn to the fact that a vehicle insured overseas cannot be taxed in Ireland; and if he will make a statement on whether this is a breach of the rules of competition under EC treaties.

Under current Irish insurance law a motor insurance risk which originates in the State must be placed with an authorised insurer in the State. Consequently, if the owner of a vehicle is resident here the insurance cover must be placed with an insurer duly authorised to transact such business in the State. This is compatible with our obligations under EC treaties. I would point out, however, that I do not have responsibility for the rules which govern questions of road tax and vehicle registration.
