Written Answers. - Beef Contracts with Libya.

28 Mr. McCartan asked the Minister for Agriculture and Food if his attention has been drawn to the fact that beef contracts with Libya are being filled by two major Irish exporters with animals from Germany and whether this is as a result of continuing Libyan concerns over BSE in the Irish herd; and if he will make a statement on the matter.

44 Mr. Timmins asked the Minister for Agriculture and Food if he will outline the prospects for the resumption of the live cattle trade with Libya; and if he will make a statement on the matter.

I propose taking Questions Nos. 28 and 44 together.

Traditionally Irish trade with Libya has been in live cattle with contracts being filled in the main from Irish cattle supplies, although part of contracts have been filled from time to time with cattle from other countries.

In May 1990 live cattle and beef imports to Libya were suspended due to Libyan concerns over BSE. Since then, I and officials of my Department have had extensive consultations with the Libyan authorities. In September 1990 I visited Libya with my officials following which a Libyan delegation visited Ireland in late November 1990. They indicated that they would make a favourable report to their authorities regarding the health status of Irish cattle and beef.
Developments have moved slowly since partly because of local Libyan difficulties in the animal health area. However, contacts between the Irish and Libyan authorities are continuing and I am hopeful that as a result the live cattle trade will resume.
