119 Mr. Nealon asked the Minister for the Environment if he will consider replacing the present system of a test to get driving licence with a compulsory training course of a specified number of hours under the supervision of officially designated instructors; and if he will make a statement on the matter.

Under the EC Directive on Driver Licensing, a licence can only be issued to a person who has passed a driving test.
