Vol. 411 No. 1

Written Answers. - Light Bulb Standards.

Roger T. Garland

Question:

268 Mr. Garland asked the Minister for Industry and Commerce whether he intends to set a minimum standard for the new energy efficient light bulbs in order that those falling below a certain rate of energy efficiency and longevity be forbidden from import, manufacture, distribution and sale.

I have no plans to introduce a mandatory performance standard for energy efficient light bulbs. In this context, I should point out that EC rules prohibit individual member states from introducing trade restrictions on the lines mentioned by the Deputy unless they can be justified on grounds of public health or safety.

I understand that the International Electrotechnical Commission, of which Ireland is a member, have adopted two voluntary standards for energy efficient light bulbs specifying safety requirements (IEC 968) and performance requirements (IEC 969).
