Question:

526 Mr. D. Ahern asked the Minister for Health if he will give details of the allocations to each of the health boards for the last five years by his Department; and if he will make a statement on the matter.

The details requested by the Deputy are set out in tabular form beneath. The Deputy will be aware of the circumstances which gave rise to the determination of agency non-capital allocations in 1987. The general level of funding in that year reflected the need for significant operational economies within the health services, together with the introduction of charges for both in-patient and out-patient services which had the effect of reducing the net allocations of agencies. The full year effect of such charges were also reflected in the allocation figures for 1988.

While the figures are largely self-explanatory I would be glad to supply the Deputy with any further details he may require.

The 1991 allocation figure represents the original allocation, notified at the beginning of the year. This will fall to be adjusted for each board in respect of pay awards, lottery funded programmes, service developments and other approved additions to spending which arise in the course of the year. The final allocations for 1991 will not be determined until all the relevant data on these elements are available. It is, therefore, necessary to exercise caution in interpreting the significance of the figures provided in respect of 1991.
