Written Answers. - Haitian Coup D'etat .

Question:

78 Mr. J. O'Keeffe asked the Minister for Foreign Affairs if he will outline the Government's attitude to the coup d'etat in Haiti; and whether Ireland has expressed its view clearly at the United Nations by way of support for the democratically elected President who has now been ousted by the army.

On 3 October Ireland joined partners in the European Community in a statement which unreservedly condemned the military coup in Haiti on 30 September against the country's first democratically elected President. The Community and its member states expressed their strong support for the legitimate authorities as well as for the democratic forces in the country and called for an immediate return to the rule of law and the reinstatement of those legitimate authorities.

In addition, Ireland together with the Twelve member states of the European Community, co-sponsored a resolution which was adopted by consensus at the United Nations General Assembly on 11 October 1991. This resolution inter alia“strongly condemns both the attempted illegal replacement of the constitutional President of Haiti and the use of violence, military coercion and the violation of human rights in that country”. It “affirms as unacceptable any entity resulting from that illegal situation and demands the immediate restoration of the legitimate Government of President Jean-Bertrand Aristide, together with the full application of the National Constitution and hence the full observance of human rights in Haiti”.
