Written Answers. - Defence Forces Allowance.

Question:

49 Mr. M. Higgins asked the Minister for Defence if he will outline (1) the reason for the payment of the security duty allowance; (2) the nature of the allowance; (3) the number of personnel who received such payment in (a) 1989, (b) 1990 and (c) to 30 June 1991; (4) the current rates of such allowance; (5) the reason members of the second line reserve are not entitled to the allowance; and if he will make a statement on the matter.

Security duty allowance was introduced in 1974 as payment for the additional workload imposed on Permanent Defence Force personnel by the significant increase in the incidence of duties of a security nature, particularly duties in aid to the civil power.

The daily requirement of military personnel for security duties is drawn from a block of about 9,500 officers and men of the Permanent Defence Force throughout the country who are available to be detailed for such duties. Approximately 6,000 payments of security duty allowance are made on average every week to such personnel.

The current rates of security duty allowance are shown in the form of a statement which I propose to circulate in the Official Report.

Members of An Fórsa Cosanta Áitiúil are eligible for security duty allowance only when they are employed on full time security duties with the Permanent Defence Force and perform duties for which the allowance is issuable.

The above new scheme for the payment of security duty allowance was recommended by the Commmission on Remuneration and Conditions of Service in the Defence Forces. Following representations from the Permanent Defence Force other ranks representative association that many of their members who regularly perform security duties would suffer a drop in income, personnel were given a choice of opting for the new scheme or for remaining on the former one. Those who opted to remain on the former scheme the current rates of which are: £14.57 per day for duties performed on week-days; £29.14 per day for duties performed on Sundays and Army holidays.
