Question:

113 Mr. Ryan asked the Minister for Defence the number of officers of Na Buan-Óglaigh categorised by (a) rank, (b) corps and (c) command, who, at 31 August 1991 hold acting ranks; if he will outline the rationale for same; the number holding unpaid acting ranks; and if he will make a statement on the matter.

Details of the number of officers of the Permanent Defence Force serving in acting ranks on 31 August 1991 are as follows: Brigadier-General, 1; Colonel, 1; Lieutenant-Colonel, 22; Commandant, 118; Captain, 13; Total, 155.

Promotion to acting rank mainly arises when officers are promoted to fill temporary vacancies created by the assignment of personnel to United Nations duty. At present over 140 officers are serving with United Nations missions. There are no differences in the pay and allowances payable to acting and substantive ranks.
The information requested regarding the corps and commands of officers holding acting ranks is being compiled and will be forwarded to the Deputy as soon as possible.
