Question:

164 Mr. Bell asked the Minister for Labour if it is compulsory for a person to go on a social employment scheme; if there are any penalties applied by his Department to an unemployed person who refuses to go on social employment scheme; and if he will make a statement on the matter.

It is not compulsory for unemployed persons to participate in the social employment scheme. However, if an unemployed person refuses an opportunity to participate in the scheme, the reason for so doing may be investigated by the Department of Social Welfare in the context of that person's continued entitlement to unemployment compensation.
