Question:

72 Mr. McGrath asked the Minister for Energy if he will name his new appointees to the board of Bord na Móna.

I recently appointed Mr. Sean J.D. Burke and Mr. Gerard P. Callanan to the board of Bord na Móna. Both appointments are for a five year period commencing on 30 October 1991.

Question:

73 Mr. Creed asked the Minister for Social Welfare the reason for the long delay in determining an application for a carer's allowance by a person (details supplied) in County Cork.

The person concerned claimed a carer's allowance on 22 April 1991. Her claim was refused as the person for whom she was providing care was in receipt of disabled person's maintenance allowance (DPMA). Those caring for persons in receipt of disabled person's maintenance allowance did not come within the scope of the carer's allowance at that stage.

However, in July 1991 the carer's allowance scheme was amended to include carers of DPMA recipients. As part of the general arrangements to bring the extension into practical effect, a claim form for carer's allowance was then sent to the person concerned for completion. There is no record of this form having been received back in my Department. The client telephoned my Department in September 1991 and, on the basis of this telephone call, the client's original application for carer's allowance was fully reactivated.

The claim was sent to a social welfare officer for investigation in October 1991. This officer will be calling to the client on 16 December 1991 to complete this investigation. When the officer's report is received a decision will be made on the client's claim without delay.
