Dáil Éireann debate -
Tuesday, 17 Dec 1991

Private Business. - Request to move Adjournment of Dáil under Standing Order 30.

I observe that the requests relate to the same subject matter. I propose to call the Deputies in the order in which they submitted their notices to my office. I call, therefore, on Deputy Gay Mitchell to state the matter of which he has given me notice.

I seek to have the Dáil adjourned under Standing Order 30 to raise the following matter of urgent public business, to ask the Taoiseach if he will make a statement on the current industrial relations situation in the public service following the unilateral decision of the Government to amend theProgramme for Economic and Social Progress.

I seek the adjournment of the Dáil under Standing Order 30 to raise the following matter of specific and important public interest requiring urgent consideration, that Dáil Éireann having adopted theProgramme for Economic and Social Progress on 20 February 1991, mindful of the contributions to economic progress and price competitiveness which have been made by the trade unions in recent years, condemns the unilateral decision by the Government to breach the pay terms of the Programme for Economic and Social Progress and demands that the original terms agreed by the Dáil be met in full by the Government in the interests of economic and social progress.

Having considered the matter fully I do not consider them to be contemplated by Standing Order 30. Therefore, I cannot grant leave to move these motions. May I say, for the benefit of the House, that the subject matter raised is not likely to develop significantly before the Dáil will in practice have an opportunity of discussing it.

The Chair should not bank on that.

There are questions to the Taoiseach on the matter for answer today and the House will also have an opportunity of debating this matter during the Estimates debate due to commence tomorrow.
