Question:

109 Mr. Lowry asked the Minister for the Environment if he intends to expedite the elimination of waiting lists for driving tests; if he intends to upgrade the level of skill required for a driving test by introducing (a) a proportion of nighttime testing (b) a proportion of testing to be carried out outside of urban areas and on roadways where the upper speed limit applies and (c) a restricted licence for a specified period following the granting of a full driver's licence; and if he will outline his general views by way of statement.

The average waiting period for a driving test had been reduced from 47 weeks a year ago to 12/13 weeks now. Night time testing, testing in extra-urban locations, and restricted licences are not required under the EC driving licence Directive which applies throughout the Community. The introduction here of such provisions is not considered to be either practicable or necessary.
