Question:

51 Mr. Quinn asked the Minister for the Environment if he will confirm that the necessary finances are in place and committed for the construction of the completed western by-pass linking the M1 to the N11 including the intermediate national routes; when the remaining sections will be (a) commenced and (b) completed; and if the Government still intend to provide for a tolls scheme separate and additional to the present west link toll; and if he will make a statement on the matter.

Work on the northern cross route, which will link the western parkway to the N1 and the Malahide Road, is expected to commence this year and to be completed in 1995.

The southern cross route, which involves a motorway link from the western parkway to Sandyford, is included in the operational programme on peripherality with a 1992-95 four-year construction period. In view of my quasi-judicial functions in relation to the motorway scheme for this route which has yet to be determined, it would be inappropriate for me to give any further indication of the possible timing of the project.

As regards the final link in the Dublin ring road, i.e. the south-eastern motorway from Sandyford to the N11 at Shankill, the position is that Dublin County Council have been requested by my Department to develop their route proposal as quickly as possible. The actual timing of this project will be considered in the context of preparing the roads plan for the period after 1993.

It is envisaged that appropriate provision for the financing of expenditure on the foregoing projects will be made in the determination of the road grant allocations for 1992 and the following years.

Pending completion by the Oireachtas of its consideration of the Roads Bill, 1991, specific tolling arrangements for any road would be a matter for consideration in the first instance by the relevant road authority.
