Question:

52 Mr. Deenihan asked the Minister for the Environment if he will outline the basis on which he can justify the decrease in the rates support grant for County Kerry over the 1978 figures; and if he will make a statement on the matter.

Rate support grant allocations to all local authorities, including Kerry County Council, have been reduced on a number of occasions since 1983 because of the many adjustments in local financial arrangements, including the elimination of levies and statutory demands, the writing-off of local loans fund debt repayments, and the provision for direct rate payments by the ESB to local authorities. The effect of these adjustments must be taken into account in any comparison of the present rate support grant allocation with previous allocations.
