These applicants' 1991 suckler cow premium scheme grants are being processed and payments will issue shortly.

This applicant has already been paid his grants under the 1991 cattle and equines headage and suckler cow premium schemes. He did not apply for grants under the 1991 special beef premium scheme.

This applicant has already been paid his grants under the 1991 cattle and equines headage and suckler cow premium schemes. He has been deemed ineligible for grants under the 1991 special beef premium scheme as he listed on his application four animals on which premium was paid in 1990.

200 Mr. Boylan asked the Minister for Agriculture and Food when a headage payment will be made to a person (details supplied) given the depressed state of small farmers; and if he will give a commitment to immediate payment in this case.

This applicant declared on his 1990 cattle and equines headage application form that he was not a milk supplier and as a result he was paid 1990 cattle headage grants on ten beef cows rather than ten dairy cows, resulting in an overpayment of £380. His 1991 cattle headage entitlement of £317.60 is being offset against the overpayment, leaving a balance still to be recovered.

202 Mr. Boylan asked the Minister for Agriculture and Food when a headage payment will be made to a person (details supplied) in County Cavan; and if he will give a commitment that payment will be made immediately given the serious depression facing the farming community at present.

This applicant has been requested to submit documentary evidence in respect of the lands owned and farmed by him and when he does so, the question of payment of grants to him under the 1991 cattle and equines headage scheme will be considered further. His application under the 1991 suckler cow premium scheme is being processed at present and if found in order payment will be made shortly. He did not apply for grants under the 1991 special beef premium scheme.

203 Mr. Belton asked the Minister for Agriculture and Food if, in relation to his reply to Parliamentary Question No. 144 of 17 December 1991, he will outline the position with regard to the application for a headage payment by a person (details supplied) in County Longford.

Question:

204 Mr. Flanagan asked the Minister for Agriculture and Food the reason a sheep premium was refused to a person (details supplied) in County Laois; and if, having regard to the circumstances of the case, he will consider a review.

The first and second instalments of the 1991 ewe premium were paid to the person named in respect of 403 ewes. Payment was not made on a further 37 hoggets which had aborted prior to inspection because of their eligibility under the relevant EC regulation was in doubt but following clarification of the position by the EC, payment of the balance due has now been approved and will be made within the next three weeks.
