79 Mr. Durkan asked the Minister for the Marine if he will outline the changes, if any, he is seeking in the context of the review of the CFP to restrict illegal fishing by foreign trawlers in Irish waters; and if he will make a statement on the matter.

The Common Fisheries Policy (CFP) is a framework for the conservation and management of fish resources. The policy sets down conditions under which vessels may engage legally in fishing activities.

Within the context of the CFP, individual member states, who have a common interest in the conservation of fish resources, have responsibility for the enforcement of the conditions of the CFP within their own jurisdictions.

My objective in the review of the CFP will be to ensure that every effort is made in, and support given to, the detection of illegal fishing by all the countries involved. Among the initiatives mooted, which Ireland supports, is the introduction of satellite monitoring systems, and more prohibitive penalties for illegal fishing.
