Written Answers. - Military Bases in Philippines.

Question:

94 Mr. McCartan asked the Minister for Foreign Affairs if he will convey the views of the Irish people to the US President or Secretary of State for Foreign Affairs that their Government should respect the decision of the Filipino Senate and people that they should dismantle their military bases and leave the country without further delay; and if he will make a statement on the matter.

Following the decision of the Filipino Senate of 16 September 1991 not to approve the new ten year treaty under which the US would have been allowed continued use of their military bases in the Philippines, the US withdrew fully from Clark Air Base at the end of December 1991.

Negotiations subsequently took place between the United States Government and the Philippines Government with a view to concluding a new agreement on withdrawal by the US from their remaining bases in the Philippines. I understand that these negotiations have now been completed and that under the timetable which has been agreed, it is hoped that a withdrawal of all American military forces from Philippines will be completed by the end of this year.
