109 Mr. Garland asked the Minister for Agriculture and Food whether he has any plans to introduce a Horse Bill to control the sale of horses to young people in the inner city of Dublin and elsewhere, where appropriate; and if he will make a statement on the matter.

I have no plans to introduce such legislation. Under section 24 of the Protection of Animals (Amendment) Act, 1965, any person who sells an animal to a person apparently under the age of 12 years shall be guilty of an offence. The Protection of Animals Acts, 1911 and 1965, are enforced by the Garda Síochána.
