Question:

123 Mr. M. Higgins asked the Minister for Finance if he intends to enable local authorities to establish trading companies which would be registered for the purpose of VAT and so allow them, under the Local Government Act, 1991, to provide a more cost-efficient service at local level, and if he will make a statement on the matter.

The establishment of trading companies under the auspices of local authorities and the implementation of the Local Government Act, 1991 are matters, in the first instance, for the Minister for the Environment. Should it be decided to establish such groups, their VAT position would then fall to be determined in accordance with existing EC and national VAT law.
