Question:

149 Mr. Farrelly asked the Minister for Foreign Affairs if he will outline the following details in respect of the advisers appointed by his Department: (a) salary, (b) conditions of employment, (c) pension entitlements/annuities, (d) travelling expenses and (e) specific duties to be performed by these people, and if he will make a statement on the matter.

Minister For Foreign Affairs (Mr. Andrews)

Two appointments as special adviser in the Department of Foreign Affairs have been made since the Government took office; the duties of the individuals concerned are to assist myself and the Minister of State in the discharge of our responsibilities in the Department.

The details sought by the Deputy in respect of the appointments are as follows:
Special Adviser to the Minister
A special adviser has been retained in my private office on a part-time, consultancy basis at a rate of £15 per hour, plus VAT, subject to a maximum of 30 hours per week. The position is not pensionable.
Special Adviser to the Minister of State
A special adviser has been appointed to the private office of the Minister of State at an annual salary of £20,420.
The appointment is to a whole-time, temporary, unestablished position in the Civil Service and is subject to the terms of the Civil Service Regulations Acts, 1956 and 1958. Attendance is at the rate of 41 hours per week.
The position is pensionable in accordance with the terms of the non-contributory pension scheme for non-established State employees.
In the case of both appointments, expenditure on travel related to the official business of the Department, where it arises, may be recouped in accordance with normal regulations.
Both appointments will terminate not later than the date on which the present Government ceases to hold office.
