Because many areas of expenditure benefit a number of different product sectors, or are not attributable to particular product sectors, it is not practicable to express these totals in purely sectoral terms. However, a detailed breakdown of these figures on a functional basis is given in the published Estimates for Public Services and in the annual reports of the Minister for Agriculture and Food for the years in question.
Expenditure is determined by balancing requirements against available resources and budgetary constraints operating at national and Community levels at particular times.
