Question:

125 Mr. Garland asked the Minister for Finance if he agrees that an environmental impact statement differs from an environment impact assessment in that an environmental impact statement is not of its nature conclusive and cannot endorse or disapprove a project.

I am aware of the differences. However, I would point out that an EIS may comment disapprovingly on a project.
