Written Answers. - Bank Dispute.

Question:

443 Mr. Allen asked the Minister for Labour if he proposes to take any steps to alleviate the worsening of the bank dispute involving the Irish Bank Officials Association and the Standing Banks.

Following discussions at the Labour Relations Commission, the Labour Court under section 26 (5) of the Industrial Relations Act, 1990 initiated an investigation of the dispute and invited both sides to a hearing. The hearing took place over three days last week and a recommendation issued by the Labour Court yesterday.

The recommendation fully investigates the IBOA claim and, while it does not recommend concession of the claim, an alternative approach is suggested through the utilisation of Clause 3 of the Programme for Economic and Social Progress. This involves the payment of 6 per cent from 1 May, a lump sum of £750 and an extra day's leave in return for increased working hours.

The recommendation is now being considered by the parties.
