Question:

50 Mr. J. Bruton asked the Minister for Foreign Affairs if he will outline the effect on the principle of the Luxembourg Compromise of the revisions of the Treaty agreed at Maastricht.

The Luxembourg Compromise, or the so-called "veto", is a political arrangement not governed by any of the Treaties establishing the European Communities or by subsequent Treaties. It was not discussed during the negotiations prior to the signing of the Maastricht Treaty on European Union. Member states remain free to invoke the "veto" when important national interests are involved.
