Question:

82 Mr. J. Mitchell asked the Minister for the Environment whether there are both energy and environmental factors involved in preventing or reducing heat loss in homes and buildings; and his Department's role in co-ordinating the promotion of the necessary insulation of buildings and other adjustments to prevent heat loss.

There are both energy and environmental factors, together with economic considerations, involved in preventing or reducing heat loss in all buildings. My Department has overall responsibility for policy and legislative measures in relation to the thermal insulation of new buildings in the context of the Building Control Act, 1990. The Minister for Energy has responsibility for promoting the conservation of fuel and energy generally.
