Written Answers. - Primary Teachers Salaries.

Question:

155 Mr. Farrelly asked the Minister for Education if he will outline, (a) the date the scheme of fortnightly payment of primary teachers salaries, which will involve 26 payments per year, will commence to replace the current scheme of monthly/bimonthly payments which involves 12/24 payments per year and (b) the reasons for the continuing delays in implementing such scheme; and if he will make a statement on the matter.

The date of introduction of fortnightly pay for primary teachers is dependent on the introduction of a new computerised payroll system. Work on the development of the new system is progressing satisfactorily and it is anticipated that it will be introduced towards the end of 1992.

156 Mr. Farrelly asked the Minister for Education if he will outline, (a) the date deductions-at-source from national teachers' salaries to Comhar Linn INTO Credit Union will commence and (b) the reasons for the continuing delay in providing such a facility; if he will confirm that such a facility already exists for, (1) An Post in relation to the national instalment savings scheme for primary teachers and (2) Woodchester Investment Brokers Ltd. in relation to the teachers' bankline scheme; if he will give the terms, conditions and considerations, if any, under which, (i) An Post and (ii) Woodchester Investment Brokers Ltd. have obtained such facilities; and if he will make a statement on the matter.

My Department currently provide deduction at source facilities for various institutions, viz., Voluntary Health Insurance Board, national instalments savings scheme, Irish Life Assurance plc, and a magister plan for Savings and Investments Ltd. The existing payroll system for national teachers is not capable of facilitating further such deductions.

The development of a new computerised payroll system is presently at an advanced stage. A number of requests for further deductions at source facilities, including Comhar Linn INTO Credit Union, have been received in my Department and all such requests are being examined with a view to facilitating those deemed feasible as soon as the new payroll system is operating satisfactorily.
