I propose to take Questions Nos. 1-52, inclusive, together.

I am circulating in the Official Report the latest available figures for net migration which were included in the Preliminary Report — Areas of the 1991 Census of Population — which gives the appropriate details for each province, county and county borough and the relevant figures for unemployment for each of the last eighteen months.

The Government are implementing a comprehensive set of policies as set down in the Programme for Economic and Social Progress and the Programme for Government.

The Government consistently reinforce the action taken under these programmes as, for example, recently in the decisions announced by the Taoiseach to strengthen considerably — on a pilot basis initially — measures to improve the position of the long term unemployed.

These policies and the action arising from them will be complemented by action arising from the work of the Culliton Task Force, the Task Force on Employment and the Task Force on Tourism.

The Government see a particularly important role, in further action in the emigration and unemployment areas, for the Oireachtas Joint Committee on Employment.

*As information on births and deaths in respect of 1986-1987 cannot be compiled separately for Dublin County Borough and Dublin-Belgard, Dublin-Fing al and Dún Laoghaire-Rathdown the natural increase and net migration for the 1986-1991 intercensal period are not available in respect of these areas.

Would the Minister of State confirm that the figures sought will show that 30 per cent of the labour force in each county have either emigrated or are now unemployed? Does he accept that a Government, always one more committee away from action, are not capable of addressing these serious problems of unemployment and emigration?

The question is essentially a statistical one. If the Deputy wants to ask further questions in regard to percentages and so on perhaps he would table them, when I will reply. In addition, I should say that perhaps if Fine Gael participated in the Oireachtas Joint Committee on Employment, we might have some action in that area.

The Government appear to be awaiting action from Fine Gael; that appears to be positive Government policy.

(Carlow-Kilkenny): Is it a sign of open government to lump 52 questions together and give no answer to any, expecting us to put up with that treatment? We encounter a serious problem at present in the replies given here. We come in here as public representatives and are treated as gombeenmen, being given answers meaning absolutely nothing.

In view of the reply before the Minister of State to the 52 questions tabled, would he say whether he is concerned at the regional and county variations in the rate of employment; whether there are specific regional focuses of Government policy and, in particular, would he say what are the regions of highest Government priority and the measures the Government propose to take to make an attack on the worst areas of unemployment nationwide?

It is a statistical question but Deputies will be aware of the different actions being taken by the Government in various areas, including the area-based responses, the action being taken by the Task Force on Employment and so on. The Government are very much aware of more severe difficulties being encountered in some areas than others which is taken fully into account. Indeed the policies implemented by them to date clearly show that to be the case.

With specific reference to Questions Nos. 38 and 39 dealing with the midlands area would the Minister of State address himself to the question and say what are Government initiatives towards employment creation in the midlands having regard to the serious position in Bord na Móna and the hundreds of jobs which have been lost in that area over the past few years? I would have expected the Minister of State at least to have given the House the courtesy of a response specifically to Questions Nos. 38 and 39 dealing with the position in my constituency.

I am sure every Member would like the same information in relation to their constituencies. If Fine Gael were sincere in endeavouring to elicit information rather than endeavouring to make a political football out of this, they might have tabled the questions separately or tabled them for written reply.

In regard to my Question No. 9, I cannot at all accept what the Minister of State says about these questions not having been tabled separately. They were all tabled separately. It is he who has replied to them all together. In my question I was endeavouring to establish what was the position in regard to Galway city. Even though the Minister gave no verbal information concerning any area it would be better had the Minister of State abandoned this Question Time and endeavoured to reply to Members by written reply if the information is not available to him since he is evading the questions altogether. Is the Minister aware that, apart from the emigration figures in regard to Galway city, there are now 14,000 people unemployed in Galway city and county? Would he say what he and the Government propose to do about this?

It appears the Deputy knows the relevant information if the figures he quotes are accurate. I am not evading the questions. As I said, the statistics requested by each Member will be included in the Official Report.

My research on the issue leads me to the conclusion that 9,000 people have emigrated from Cork city between the two censuses. I would ask the Minister to be more specific on the question I addressed to him, which is in relation to what steps the Government propose taking in the Cork city area from which 9,000 people have emigrated, approximately 14 per cent of the workforce of Cork city. With unemployment running at approximately 20 per cent at present and since Question No. 4 relates specifically to the Cork city area, I should like a detailed response from the Minister of State if he is sincere.

I am surprised the Deputy should doubt my sincerity. The Deputy will be aware that the same reply pertains to his as to other questions. To give one example in Cork north city, I am sure the Deputy is aware of the new scheme announced recently by the Government in relation to the area-based strategy there and the area partnerships.

How many jobs? Zero.

In regard to Question No. 6 would the Minister of State confirm the generally accepted view that the highest per capita level of unemployment nationwide is in County Donegal?

I cannot confirm that officially but I understand that that would be the case, yes.

That Donegal has the highest per capita rate of unemployment nationwide.

The responses to these questions demonstrate the arrogance of the Government in regard to the prevailing unemployment problem.
