The main topic of the informal Education Council was: A strategy for the development of Higher Education. It was chosen by the Presidency which provided a Note to guide the discussions.
Because of its informal character the meeting did not require the Ministers to take formal decisions.
However, the Ministers availed of the opportunity to inform each other on the main points at issue in the development of higher education in their respective countries.
I indicated the main policy options in the field of higher education in this country over the next few years. My intervention attracted favourable comment from a number of delegations.
