Written Answers. - Road Traffic Fines.

Question:

141 Mr. Callely asked the Minister for the Environment if he has any proposals to extend the on the spot fine system to cover additional matters, if so, if he will outline the matters which are being considered, and if he will make a statement on the matter.

I refer to the reply to Question No. 103 of 9 July, 1991 which sets out details of the road traffic and vehicle offences to which the on-the-spot fine system applies. I have no proposals to extend the system to other such offences at this stage but the position will be kept under review.

Section 28 of the Control of Dogs Act, 1986 applies the on-the-spot fine system to specified offences under Section 27 of that Act. Section 8 of the Control of Dogs (Amendment) Bill, 1991 provides for a wider application of the on-the-spot fines system.

I have no immediate proposals to amend the provisions of the Litter Act, 1982 in relation to on-the-spot fines, or to extend the system to offences under other codes.
