Question:

227 Mr. R. Bruton asked the Minister for Health if he will give details of the gross total public spending on health, before deductions of appropriations in aid, (a) as published in the Revised Estimates for Public Services for 1991 and (b) as published in the Revised Estimates for Public Services for 1992; if he will outline the source of the over-run; whether the overrun of £113.5 million was approved by Dáil Éireann by way of a Supplementary Estimate; and if he will make a statement on the matter.

The gross Health Estimate for 1991, as published in the Revised Estimates for Public Services for 1991 was £1,542.696 million. The corresponding outturn figure, as published in the 1992 Revised Estimates is £1,656.244 million. The increase of the outturn over the original Estimates amounts to £113.548 million. The The increase is principally accounted for by a Supplementary Estimate which was debated in this House on 13 December 1991 and issues from Vote 44—Increases in Remuneration and Pensions — as detailed at page 217 of Revised Estimates for Public Services, 1992. A detailed breakdown of the progression from the original gross Estimate to the gross outturn for 1991 is given in the following tabular statement.
