71 Mr. Spring asked the Minister for Education if he will outline his proposals for the amendment of the higher education grants scheme so that persons who sat the leaving certificate examination prior to 1990 are no longer required to have obtained four honours; and whether the amended regulations will be in place for the forthcoming academic year.

In accordance with standard procedures and practices amendments to a higher education grants scheme of the type referred to by the Deputy only apply from the year of its introduction and has no retrospection.
