Written Answers. - Energy Generation.

Question:

24 Mr. Bradford asked the Minister for Transport, Energy and Communications his views on whether energy generation and consumption is potentially destructive to the natural environment; the steps, if any, he intends to take during his term of office to increase environmental protection in all areas of energy generation; and if he will make a statement on the matter.

Energy provides an essential service for domestic, industrial and transport uses. It is vital for economic development. Energy to provide these services comes from fuels such as oil, gas, coal and nuclear, each with its own health and environmental costs, benefits and risks.

As outlined in the Partnership Programme for Government, an integrated energy policy will be developed. This will include conservation and energy efficiency, which will be promoted in all sectors of the economy. Extra diligence will also be exercised in relation to energy and the environment by minimising emissions from processes, including electricity generation.
Environmental policy is principally a matter for the Minister for the Environment. Energy is one of the key sectors targeted in the EC's 5th Environment Action Programme. Choices must be made in the knowledge, that choosing an energy strategy inevitably means choosing an environmental strategy.
I agree with the analysis in the Action Programme that the challenge of the future in this key area, will be to ensure that economic growth, efficient and secure energy supplies, and a clean environment are compatible objectives. The strategies identified as appropriate up to the year 2000, are improvement in energy efficiency and movement to a less carbon intensive energy structure including, in particular, renewable energy options.
