Question:

52 Mr. Flanagan asked the Minister for Transport, Energy and Communications his views on the setting up of a civil aviation authority.

As the House is aware, a decision was taken by the previous Government, and announced in July 1991, to establish a new commercial State Sponsored body — the Irish Aviation Authority.

This new authority will take over the role of the air navigation services office of our Department. The new authority, outside the civil service environment, will be better positioned to respond speedily and effectively to the needs of the aviation sector and will have the flexibility to react positively to the growing developments and challenges in international civil aviation.
It is my intention to introduce shortly the necessary legislation providing for the establishment of the new authority.
