Question:

116 Mr. J. Mitchell asked the Minister for Education if in the case of a school (details supplied) in Dublin 3, which has employed a previously unemployed person as a caretaker who does not qualify for assistance under the SES scheme, she will give details of the PRSI or other concessions available to the school in order to maintain this person in employment; and if she will make a statement on the matter.

As the Deputy is aware under the Programme for Economic and Social Progress a phased programme of financial assistance by way of a supplementary capitation grant for the provision of clerical and caretaking services in national schools with 100 pupils upwards was introduced from the 1 September 1992.

The initial phase of the programme has targeted schools with enrolments of 500 pupils or over which have not had caretaking and/or clerical assistance.

However, the school in question does not satisfy the established criteria under this phase of the programme.

Under the PRSI exemption scheme for employers, only employees proving unemployment by signing on the live register for a period of 13 weeks immediately prior to recruitment will be eligible under this scheme.
