Question:

144 Mr. Shatter and Mr. J. Bruton asked the Minister for Justice if she will give details of the subject matter and scope of the legislation promised for 1993 in the Programme for Partnership Government 1993/1997 to bring Irish law into conformity with the European Convention on Human Rights.

I refer the Deputy to the reply given by the Taoiseach to questions on 10 February last on this matter and to my reply of 17 February last in response to a question about the introduction of legislation to comply with the decision of the European Court of Human Rights in the Norris case.

Question:

145 Mr. Shatter and Mr. J. Bruton asked the Minister for Enterprise and Employment the plans, if any, he has to introduce the Bill, promised on page 32 of the Programme for Partnership Government 1993/1997, to regulate most forms of consumer spending; if he intends the Bill to cover all eight items mentioned in the programme under the heading of this promised Bill; and the costs involved.

The Bill to which the Deputies refer is the Consumer Credit Bill, 1993. It forms part of the Commitment in the Programme for a Partnership Government to strengthen consumer's rights. This Bill comprehends the first three items mentioned in page 32 of the Programme.

I would refer the Deputies to the replies I gave on 10 February, 1993 to Question No. 196 and on 18 February, 1993 to Question No. 6 with regard to that Bill.

The enactment of the legislation will not give rise to any additional costs.
