Written Answers. - Grant Payments.

Séamus Hughes

Question:

318 Mr. Hughes asked the Minister for Agriculture, Food and Forestry when payment of a beef premium and cattle premium for 1992 will be made to a person (details supplied) in County Mayo; and if he will make a statement on the matter.

This person was paid his grants under the 1992 suckler cow premium scheme in late December 1992 and under the special beef premium scheme in early March 1993. His application for grants under the 1992 cattle and equines headage scheme is being processed at present and payment will be made shortly. His December 1992 application for grants under the special beef premium scheme will be processed in due course.

Séamus Hughes

Question:

319 Mr. Hughes asked the Minister for Agriculture, Food and Forestry when payment of sheep premia for 1993 will be made to a person (details supplied) in County Mayo; and if he will make a statement on the matter.

It is assumed that the question refers to payments for 1992 rather than 1993.

The person named was paid his 1992 sheep headage scheme grants in mid March 1993. Payment of the advance instalments of the 1992 ewe premium was made to him in July 1992 but payment of the second and third instalments have been delayed because of problems relating to the allocation of a flock number to the applicant. These problems have now been resolved and payment of the remaining grants will be made shortly.

Andrew Boylan

Question:

320 Mr. Boylan asked the Minister for Agriculture, Food and Forestry when headage and premium grants will be paid to a person (details supplied) as great hardship is being caused to this family because of the delay in payment; and if he will make a statement on the matter.

The June applications of the person named for grants under the 1992 cattle and equines headage and special beef premium schemes are being processed at present and if found in order payments will be made shortly. He did not apply for grants under the 1992 suckler cow premium scheme or under the special beef premium scheme in the December 1992 application period.

Paul McGrath

Question:

321 Mr. McGrath asked the Minister for Agriculture, Food and Forestry if the payment of special beef premium grants to a person (details supplied) in County Westmeath has been delayed considerably by errors in his Department; and when this payment will be made.

The application of the person named for grants under the June 1992 special beef premium scheme was delayed because it was rejected by computer at validation stage. The error giving rise to this rejection has now been corrected and payment will be made shortly.

Paul McGrath

Question:

322 Mr. McGrath asked the Minister for Agriculture, Food and Forestry when payment of a special beef premium grant will be made to a person (details supplied) in County Westmeath.

This person was paid his grants under the June 1992 special beef premium scheme in late February 1993. He did not apply for grants under the special beef premium scheme in the December 1992 application period.

Enda Kenny

Question:

323 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry if a sheep quota will be allocated to a person (details supplied) in County Mayo.

The relevant EC Regulations provide for ewe premium quotas to be based on the number of ewes on which a producer was paid the ewe premium in 1991, provided that the producer also applied for the premium in 1992.

The person named meets both of these conditions and as a result is eligible for a quota of 70 ewe premium rights based on the number of ewes on which he was paid premium in 1991.

The EC Regulations also provide for the establishment of both a national reserve and a special reserve for the disadvantaged areas for allocation to certain categories of sheep producers. My Department will be announcing the criteria for the allocation of these reserves shortly and the person named can then submit an application, along with supporting documentation, to my Department at Michael Davitt House, Castlebar, for consideration for an allocation from the reserve quota.

Dinny McGinley

Question:

324 Mr. McGinley asked the Minister for Agriculture, Food and Forestry when the balance of a cattle headage payment will be made to a person (details supplied) in County Donegal.

Part of the grants due under the 1992 cattle and equines headage scheme has been paid to the person named. The balance of the grants due will be paid shortly.
