Frank Crowley

Question:

336 Mr. Crowley asked the Minister for Agriculture, Food and Forestry if a suckler cow grant payment will be approved for a person (details supplied) in County Cork.

Further investigation is necessary before a decision can be made on whether a suckler cow grant can be paid to the person named.

337 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of a suckler cow grant to a person (details supplied) in County Mayo.

This person was paid his grants under the 1992 suckler cow premium scheme in early March 1993.

338 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of a beef premium to a person (details supplied) in County Mayo.

My Department is unable to trace any application from the person named for grants under the special beef premium scheme for the June/July application period. His December 1992 application for grants under the special beef premium scheme will be processed in due course. There has been no delay in processing this application.

339 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry when payment of a cattle headage grant will be made to a person (details supplied) in County Galway.

The applications from the person named under the 1992 cattle and equines headage scheme and the 1992 special beef premium scheme are being processed and, if found in order, payment will issue shortly. Her application under the 1992 suckler cow premium scheme cannot be approved as my Department is not satisfied that she had the number of cows on which grants were claimed in her ownership and possession on the date of application.

340 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in payment of a headage grant for goats to a person (details supplied) in County Mayo.

The person named was paid his 1992 goat headage scheme grants on 11 March 1993.

341 Mr. Flanagan asked the Minister for Agriculture, Food and Forestry when a beef premium will be paid to a person (details supplied) in County Laois.

The application of the person named for grants under the June 1992 special beef premium scheme is being processed at present and if found in order, payment will be made shortly.

342 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of a cattle headage grant to a person (details supplied) in County Mayo.

The June application of the person named for grants under the 1992 cattle and equines headage and special beef premium schemes are being processed at present and if found in order payments will be made shortly. Under EC Regulations governing the suckler cow premium for small-scale milk producers the person named was deemed to need 16 cows to produce his milk quota of 11,096 gallons. Since he listed a total of 16 cows on his application he is not entitled to any grants under this scheme. His December 1992 application for grants under the special beef premium scheme will be processed in due course. The delay in making payments for June applications is due to pressure of work in the local office.

Andrew Boylan

Question:

343 Mr. Boylan asked the Minister for Agriculture, Food and Forestry when a farm development grant will be paid to a person (details supplied) in County Cavan; and his views on whether the long delay in making payment in this case is unfair to this person who has met all the requirements.

Payment of this grant was delayed due to the temporary assignment of clerical staff from the Farm Development Service office in Cavan to livestock duties to assist with the significant additional work arising under the Common Agricultural Policy reform measures.

The clerical staff have now returned to their normal duties and this grant will be paid inside the next four weeks.
