Austin Deasy

Question:

42 Mr. Deasy asked the Tánaiste and Minister for Foreign Affairs if he intends to change the method of appointment of ambassadors and envoys, so that representatives embracing a wide range of interests may be appointed to such posts.

Ambassadorial appointments are made by the President on the advice of the Government and the appointees are drawn from the diplomatic staff of the Department of Foreign Affairs. It is not my intention to propose any change in this regard.

Ambassadors are expected to promote the entire range of Irish interests and concerns overseas, with particular focus on our political and economic interests. To do this, it is desirable that they have wide experience of diplomatic life and practice, detailed knowledge of relevant policy areas and an ability to work effectively in a foreign environment. In many cases they are expected to have or to acquire an adequate working knowledge of the language of the countries to which they are accredited.

In my view the knowledge and skills required are best developed over the whole course of a career commitment to the diplomatic service. For this reason it would not be my intention to change the standing practice of successive Irish Governments of selecting persons for appointment as Ambassadors from among our professional diplomats.

Question:

46 Ms Keogh asked the Tánaiste and Minister for Foreign Affairs if he will give details, by reference to each embassy and other diplomatic posts maintained by Ireland abroad, of the number of diplomatic staff there, the number of service staff employed there and the total estimated cost, including salaries, wages and expenditure of each such embassy or post.

The information sought by the Deputy is detailed in the table which I propose to circulate in the Official Report.
