Question:

114 Mr. J. Bruton asked the Tánaiste and Minister for Foreign Affairs his views on the appointment of a United Nations High Commissioner for Human Rights to help in maintaining human rights throughout the world.

Ireland supports the establishment of a UN Commissioner for Human Rights or an office with similar functions. We believe that the creation of such a post would constitute an important addition to the existing international machinery to safeguard human rights and would enhance the protection and promotion of fundamental rights and freedoms.

The question has gained fresh momentum in the context of the World Conference on Human Rights which is due to take place in Vienna in June 1993. We are among those countries of the Twelve which have consistently supported the concept and we will work actively at the June Conference for the establishment of the post.
