115 Mr. Byrne asked the Tánaiste and Minister for Foreign Affairs the current levels of representation, foreign service, disturbance and rent allowances paid to each officer of his Department serving abroad; the change, if any, in value of these allowances since 1 October 1986; and the way in which the real value of these allowances has changed in percentage terms by reference to movements in the value of currencies and relevant consumer price indices.
The information requested by the Deputy is contained in the Table which is being circulated in the Official Report.
The purpose of foreign allowances is to compensate officers for the differential in the cost of living between Ireland and individual posts overseas including, in the case of diplomatic officers, the additional costs arising from representational activities. Ambassadors are supplied with a furnished residence and receive a representational allowance; other diplomatic officers receive a foreign service allowance and are also paid a rent allowance to cover a proportion of vouched accommodation costs. Displacement and rent allowances are paid to administrative staff assigned from Dublin. A disturbance allowance equivalent to 28 days subsistence in Dublin is paid to all staff on transfer to Dublin at the conclusion of an overseas assignment.
With regard to the Deputy's query about changes in the value of allowances since October 1986, I would point out that the current system is based on maintaining the real value of allowances at a constant level in terms of their purchasing power in foreign currencies. The allowances as expressed in Irish Pounds are regularly adjusted to maintain those values in accordance with currency fluctuations and consumer price increases abroad.
