Question:

77 Ms O'Donnell asked the Minister for the Environment his views on whether the present agreement whereby Environmental Impact Statements may be prepared by the planner/developer involved directly in a development leads to an objective report.

I am satisfied that the environmental impact assessment procedure facilities objective consideration of the environmental implications of projects. The procedure involves not only the preparation of an environmental impact statement by, or on behalf of, a person seeking development consent for a project, but also the making available for public scrutiny and comment of that statement and its evaluation by the authority charged with making the development consent decision.
