Question:

134 Mr. Barry asked the Minister for the Environment if a motor vehicle which is not taxed could have a valid insurance certificate; if so, the circumstances in which it could obtain this; and if he will make a statement on the matter.

Motor insurance is not conditional on the prior licensing of the vehicle for road tax purposes. To facilitate enforcement of compulsory motor insurance, licensing authorities are legally obliged to require production of a current and valid insurance certificate before first licensing, or relicensing, a motor vehicle to be used in a public place.
