Question:

141 Mr. Durkan asked the Minister for the Environment if his Department set the purchase price for the 1988 local authority tenant purchase scheme; whether the precise guidelines for the implementation of the scheme were decided with particular reference to the cost to the tenant purchaser; and if he will make a statement on the matter.

The terms of this scheme provided that the gross sale price of dwellings should be their market value. The determination of market value and the calculation of the appropriate discounts, in accordance with the scheme, to establish the net sale price of individual dwellings were the responsibility of housing authorities.
