138 Mrs. Owen asked the Minister for the Environment the reason he has not responded to a letter from Dublin County Council dated 6 July 1992 seeking approval for the appointment of a consulting engineer to prepare a preliminary report on the design of a sewerage treatment plant to serve Balbriggan and Skerries and the upgrading of the existing pumping and collection systems in both towns; if he will agree to this appointment; and if so, when the appointment will be made.

Dublin County Council has submitted a brief to my Department for issue to consultants for the preparation of a preliminary report for this scheme. This proposal is being examined with a view to an early decision.
