Question:

54 Miss Quill asked the Minister for the Environment given the need to save court time his views on whether minor traffic offences should be converted into civil wrongs where fines could be levied; and if he will make a statement on the matter.

The procedures provided for in the Road Traffic Acts governing what is commonly known as the "on the spot fine" system are designed to minimise the need for the involvement of the courts in minor road traffic offences. I have initiated a comprehensive review of these procedures with a view to identifying what amended or alternative procedures might be introduced to increase the rate of payment, bring savings of court time and, generally, contribute to economy and effectiveness. Any new procedures must, of course, have regard to the relevant provisions of the Constitution.
