Question:

67 Mr. J. Bruton asked the Minister for Finance when, in view of the fact that the Maastricht Treaty states that a decision on the location of the European Monetary Institute should have been taken before the end of 1992, he expects this decision will actually be taken; and the implications of the delay in taking this decision.

The decision on the establishment of the EMI is a matter for the Heads of State or Government under Article 13 of the Protocol on the Statute of the European Monetary Institute (EMI) in the Treaty.

The next meeting of the Heads of State or Government will take place in June. The items for discussion at that meeting have as yet to be decided.

The EMI is an important and significant step on the road to Economic and Monetary Union. We have always supported progress towards European Monetary Union and I hope the decision on the establishment of the EMI can be taken soon.
