Question:

100 Éamon Ó Cuív asked the Minister for Agriculture, Food and Forestry when all payments due on the various livestock headage and premium schemes will be made to a person (details supplied) in County Galway.

The person named did not apply for grants under any of the 1992 Cattle or Sheep Schemes or the 1991 Special Beef Premium Scheme.

He was paid his 1991 Cattle and Equines Headage Scheme grant in late February 1992.

He applied for grants on 14 animals under the 1991 Suckler Cow Premium Scheme but only presented 13 animals at inspection. As he failed to notify the Local Office of my Department of loss of the animal within 10 days as required under the Terms and Conditions of the Scheme he can only be paid a reduced grant of 80 per cent on the remaining 13 animals. That grant is being processed at present and if found in order payment will issue shortly.

Question:

105 Éamon Ó Cuív asked the Minister for Agriculture, Food and Forestry when all payments due under the livestock schemes will be made to a person (details supplied) in County Galway.

The person named made false declarations in regard to off-farm income for a number of years and was overpaid Suckler Cow Premium Scheme grants for 1985 and Cattle Headage Scheme Grants for 1986 and 1987. He was requested to submit evidence of his own and his wife's off-farm income for certain years and has done so with the exception of the tax year ended 5 April 1989. In the absence of evidence of off-farm income for 1988-1989 he is being deemed ineligible for Cattle Headage grants in 1989. The overpayment made to him in previous years will be recovered from such grants which are due to him for the years 1989, 1990 and 1991 and the balance will be paid to him shortly.

He has already been paid Cattle Headage, Suckler Cow Premium and Special Beef Premium grants for 1992.

Andrew Boylan

Question:

106 Mr. Boylan asked the Minister for Agriculture, Food and Forestry when EC premium grants under the EC schemes will be paid to a person (details supplied); the reason for the delay in paying these grants; and if he will make a statement on the matter.

The person named was paid his grants under the 1992 Suckler Cow Premium Scheme in late January 1993. His application for grants under the June 1992 Special Beef Premium Scheme was rejected when subjected to a validation check by computer because some tag numbers appeared to be invalid.

The problem with the application is being dealt with at present and when it is resolved the application will be processed further and if found in order payment will be made as soon as possible. He did not apply for grants under the 1992 Ewe Premium Scheme.
