Written Answers. - Grant Payments.

Donal Carey

Question:

153 Mr. Carey asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Clare will be paid his beef premium, headage and suckler cow grants; and when these files were passed from the Ennis Office of his Department.

The 1992 cattle headage and special beef premium schemes' applications of the person named were passed from the Ennis office on 6 May 1993. His entire 1992 cattle headage grant is being off-set against an overpayment of 1990 suckler cow (the balance of which overpayment will be recovered from 1993 grants).

His 1992 special beef premium is being validated by computer at present and if found in order payment will be made as soon as possible. He applied in the November/December application period for the 1992 suckler cow premium scheme and his application will be processed in due course.

Austin Deasy

Question:

154 Mr. Deasy asked the Minister for Agriculture, Food and Forestry the reason for the delay in payment of headage grants to a person (details supplied) in County Wexford, in view of the fact that these were sent to Dublin for payment in January 1993; and if he will ensure that payment will be issued immediately.

The 1992 sheep headage grants amounting to £570 were paid in October 1992 to the person named. The file is being reviewed and if there are any further grants due they will be paid as soon as possible.

Michael P. Kitt

Question:

161 Mr. M. Kitt asked the Minister for Agriculture, Food and Forestry when cow grants will be paid to a person (details supplied) in County Galway.

The person named did not apply for grants under the 1992 suckler cow premium scheme in either June or December 1992 application periods.

He was paid his grants under the cattle headage scheme in the more severely handicapped areas on 4 February 1993 and special beef premium on 12 February 1993.

Question:

162 Mr. M. Kitt asked the Minister for Agriculture, Food and Forestry when the balance of a suckler cow grant will be paid to a person (details supplied) in County Galway.

The person named applied for suckler cow premium on six cows. Three of these died and were not replaced by other suckler cows or incalf heifers. Had they been replaced or had they died for reasons acceptable to the EC as force majeure— for example bovine tuberculosis or brucellosis — my Department could have paid premium on them. Unfortunately, however, as they died as a result of normal ailments and were not replaced payment cannot be made in respect of these three animals.

The application of the person named for grants under the June 1992 special beef premium scheme was rejected when subject to a computer validation check because the wrong herd number was quoted. This problem is being dealt with at present and payment should be made within a fortnight.
