Question:

164 Dr. Upton asked the Minister for Agriculture, Food and Forestry if he will give details of the legal provisions which exist to ensure that horses which are exported in large numbers from this country are transported in such manner as to adequately safeguard their welfare.

With effect from 1 January 1993, Council Directive 91/628/EEC sets out the provisions governing the protection of animals, including horses, during international transport. Additional proposals are awaited from the EC Commission on more detailed applicatory rules and these will be transposed into national legislation when adopted.
