Question:

68 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay headage grants due to a person (details supplied); and if he will make a statement on the matter.

The applications of the person named for grants under the 1992 cattle and equines headage and special beef premium schemes are being processed at present and if found in order payments will be made as soon as possible.

Under EC Regulations governing the suckler cow premium scheme for small scale milk producers the person named was deemed to need 18 cows to produce his milk quota of 12,265 gallons. Since he had only a total of 17 cows listed on his 1992 application he did not have any cows surplus to his requirements to produce the milk quota and he has been deemed ineligible for grants under that scheme.

Question:

69 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay headage and suckler grants due to a person (details supplied) in County Leitrim.

The person named is not the registered owner of the heard number quoted.

The registered herdowner did however apply for grants under the 1992 special beef premium scheme in the November-December application period. Her application is being processed at present and if found in order payment will be made as soon as possible. She did not apply for grants in the June-July application period for this scheme.

Further investigation is necessary to establish if animals on which she applied for grants under the 1992 suckler cow premium scheme and the 1992 cattle headage scheme were in her herd at time of application.

Question:

70 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay a hardship grant in respect of a person (details supplied) in County Leitrim whose farm has been locked up due to recurrence of TB.

Under the TB eradication scheme an income supplement is paid in cases where disease breakdown results in the removal of more than 10 per cent of animals in a heard of 100 animals or less, but where depopulation is not deemed appropriate. In this case two animals were removed from a herd of 99 animals. The person named is therefore ineligible for income supplement payments.

Question:

71 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay a suckler grant due to a person (details supplied) in Country Leitrim.

My Department is unable to trace any application from the person named for grants under the June 1992 or December 1992 suckler cow premium scheme application periods.

Question:

72 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay a headage grant to a person (details supplied) in County Leitrim.

The person named is not the registered owner of both herd numbers quoted. He was paid 1992 cattle headage scheme grants under his own herd number in early January 1993 and in mid-May 1993 under the herd number of his late mother as her personal representative.

There was no application in either the June-July or November-December application periods for the 1992 special beef premium scheme under either herd number.

The June-July application of the late mother of the person named under the 1992 suckler cow premium scheme was withdrawn.
The suckler cow premium application of the person named in the November-December application period is being processed.

Michael Creed

Question:

73 Mr. Creed asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will be paid his 1992 cattle headage grant.

The person named was paid his 1992 cattle and equines headage scheme grant in December 1992.

He was paid his June 1992 special beef premium scheme grant also in December 1992. His December 1992 special beef premium scheme application is being processed at present and if found in order payment will be made as soon as possible.

His June 1992 suckler cow premium scheme application is being processed at present and if found in order payment will be made as soon as possible. Delay in processing this payment has arisen because the persons named did not complete his application from correctly.
